City approves joint-committee to study ETJ joint planning commission; county rejects forming committee

The Minot City Council voted to establish a joint committee to explore creating a Joint Planning Commission to cover parts of the city's extraterritorial jurisdiction (ETJ). Council Member Rob Fuller initiated the motion, seconded by Mike Blessum, and the council ultimately approved the committee with an amended deadline of April 30, 2026. The proposed committee would include two council members, two county commissioners, two at-large members who live in the ETJ and one jointly selected at-large member.
When the same proposal was presented to the Ward County Commission, the motion failed. County roll-call recorded ayes from Commissioner John Fjeldahl and Commissioner Ron Merritt and nays from Commissioners Jason Olson, Jim Rostad and Miranda Schuler. The minutes state, "The motion failed and the committee will not be formed." The City Council also considered and rejected a motion to table the matter to Jan. 20 before ultimately amending the deadline to April 30 and reaffirming formation on the city side. With the county vote failing, the joint committee will not proceed as a bilateral body unless the county reconsiders the matter.
