Topher Phil Green, who identified himself as the applicant and a resident of Lewisburg, told the Miami County Commission he will appear before the board on July 29 seeking to rezone a 50‑acre parcel in Hillsdale to "planned development," a zoning classification he said would allow three different uses on the property.
Green said county staff recommended approval but that the planning and zoning commission voted to deny the rezone late in the evening on a 11:45 p.m. vote at which, he said, the board did not state a reason for denial. "If you decide to accept the planning commission's recommendation to deny my rezone, I would like a reason for it," Green said, adding that he believes the proposal fits the county comprehensive plan and could bring an economic boost to the Hillsdale Lake area.
Green told commissioners he found the property after more than two years of searching and that the site is bordered by existing RV park and storage facilities. He said 60–80 people attended the planning commission meeting and opposed the development and that he plans to reach out to neighbors individually before the July 29 hearing to discuss concerns. "Anybody can contact me," he said, providing an email address for follow up.
The commission did not take action on Green's item at this meeting; Green said he would return for the July 29 hearing. The planning commission outcome and any staff findings will be relevant at that hearing.
