Kevin Flanagan explained the site plan and how moving the building north would create space for a future fire department building outside the EMS building while keeping utilities and parking functional. He described visitor parking at the front, staff parking at the back, an on-site trail with unresolved jurisdictional questions, and the need to run water service to the site (sewer already present).
Council members asked whether a helicopter landing could be accommodated; the exchange clarified the plan does not include a helipad but noted parking areas could be used for occasional helicopter operations if needed. Flanagan also confirmed the security system approach: keypads would designate access zones so training spaces would use separate access controls from operational offices.
