Architect outlines procurement choices: construction management could boost local subcontractor participation

Kevin Flanagan described two main procurement paths: traditional architect–bid–build and construction management (CM) that breaks the project into divisions (excavation, plumbing, HVAC, etc.) and bids them separately. Flanagan said CM can increase local subcontractor participation because local firms may win specialty divisions even if they are not low bidder as a general contractor.
Flanagan also recommended using AIA-standard contract documents and cited prior experience with another municipality (City of Morocco) where federal or earmarked funds were administered with oversight (USDA referenced). He cautioned that CM requires a construction manager to coordinate subcontractors and on-site logistics, but said it can make the project more accessible to local businesses when properly prequalified.
