The Police Jury approved the plat and site plan for Logan Farms Unit No. 1 on Feb. 18, 2026, allowing a proposed Scooter’s Coffee to locate at the northeast corner of US‑80 and Hillcrest Circle on roughly 1.435 acres. Jason Westerman, representing developer Bruce Logan, said the site is the former Hillcrest Mobile Home Park and will include a public roadway to support future commercial development; Parish Engineer Eric Hudson recommended approval and noted Consolidated Waterworks/Sewerage District No. 1 will provide sewer service while the City of Bossier City will provide water service.
Mr. Micha Duffy (traffic consultant) and Mr. Hudson advised access will be right‑turn in/right‑turn out because of an existing crossover and Bellevue Road turn lane, and they said a traffic study will be necessary for future development behind the coffee shop. The motion to approve was made by Mr. Benton, seconded by Mr. Rimmer, and the action passed unanimously.
