Public hearing on geotechnical borings for pipeline crossing closes with no comments; staff expects NDSI

Manager Laday introduced a state-concern joint permit application, P20260519, for geotechnical borings proposed by Eustace to support a new pipeline crossing near IMTT’s facility in Saint Rose. He described the work as "approximately 3 cubic yards" of excavation with about "3 cubic yards of bentonite" to fill the required area. Laday said staff’s current recommendation is likely to be an NDSI (no direct or significant impact), but final determination rests with the state.
Chair opened the public hearing and asked anyone wishing to speak to state their name and address; no members of the public came forward and the public comment period was closed. Committee members had no further questions and staff indicated that because the project is so similar to other borings currently in review, they anticipate a similar determination unless the state requests additional information.
