Board representatives addressed a quality issue with riprap placed on several dam projects at the Jan. 12 meeting. HDR and Blue Stone were reported to be working through a riprap specification issue; HDR proposed withholding 11% from payment application #2 for riprap placed that does not meet specifications and stated the riprap already in place "doesn't pose a safety hazard."
Blue Stone submitted a request for additional time with supporting material; because most work is expected to be complete in January and the substantial completion deadline is April 1, 2026, Jason Zimmerman moved to deny the request and Roger Kluck seconded; the motion passed 5-0. The Board discussed remaining budget amounts: HDR reported about $93,000 remained for design work (including Burlington Dam #3) and about $50,000 remained in the construction budget.
