Finance staff reviewed department capital and external-agency requests that will influence the 2027 budget. Road and bridge currently shows $4.1 million for asphalt in 2026 and the director requested an additional $875,000 to raise that to $5 million for intended lane-mile projects. Public safety requested vehicle and equipment funding (staff described $300,000 baseline with an added $50,000 request), and external agencies such as the soil conservation district and senior center requested increases.
Ming also called attention to the county's health-insurance reserve, currently at $300,000, and said staff recommended building that toward $750,000 to manage risk. She noted election-worker budgets are typically set at $100,000 (with actual off-year spending closer to $25,000) and that leftover election funds are usually transferred to a reserve for equipment purchases. Commissioners asked staff to include these capital and reserve options on the ad-cut list for next-week deliberations.
