Staff and council debate eligibility criteria as some applicants list performance as a secondary mission

Staff told the council that several applicants appeared primarily educational or museum-focused and therefore might not meet the CAMPAC requirement to have performance as a primary mission; the body discussed payment-to-performer rules and the need to clarify application guidance.
Heather Rindell called the committee’s attention to a set of applicants whose primary mission is education or museum work rather than producing paid performances. She said some applicants list performances as secondary activities and noted that ‘‘several of them I called out just because I know one of the requirements of the CAMPAC awards is that the primary mission or purpose of the organization is basically to put on performances.’’
Members raised concerns about how to apply that criterion consistently and asked staff to clarify application language so future applicants understand whether they should apply as cornerstone, tier 2 or with SCI (social cohesion impact) questions. Several council members urged more outreach to organizations that qualify as cornerstones but did not apply as such this cycle, to prevent confusion in future rounds.
