City to revise Climate and Equity Plan language; shifts green-jobs rationale to place-based approach

He said references will change to reflect that the Common Council renamed the Office of Equity and Inclusion to the Department of Compliance and Engagement and that language in the green-jobs accelerator will shift from explicitly race-based recruitment language to criteria focused on "people in disadvantaged areas." "I don't really see much of a practical effect on that," Schamburger said, noting that many people of color live in disadvantaged ZIP codes in Milwaukee and that the change aligns the plan with operational preference programs.
Schamburger said the edits have gone to the City Plan Commission and are scheduled to go to the Zoning and Neighborhood Development Committee on the 28th of the month, followed by full council action. Board members generally supported the changes and asked procedural questions about adoption timing; Schamburger noted a 30-day public-comment period tied to state statutes governing the comprehensive-plan amendment process.
