St. Helena Parish jurors approve multiple construction invoices and change orders totaling more than $240,000

The St. Helena Parish Police Jury on Oct. 9 approved a series of construction-related payments and change orders for county roads and facilities. "A motion was made by Mr. Willie Morgan, seconded by Mrs. Quanika H. Muse, and unanimously carried by the Police Jurors present to approve invoice from Key Construction Services i/a/o $151,897.50; payable from CWEF grant funds," the minutes show.
Jurors also approved Change Order #1 for additional work on Westmoreland Road and New Hope Road in the amount of $67,500, with payment coming from remaining CWEF grant funds. The Jury approved smaller facility-related items payable from ARPA and LGAP funds, including a $17,327.48 change order for doors on the NFC building, a $2,396.66 quote to replace a jail door, and a $1,041.28 invoice from Prestige Construction & Management to be paid upon receipt of LGAP funds. An invoice for schematic design work for the Audubon Regional Library (St. Helena Branch) — $24,245.25 to Holly and Smith Architects — was approved and is to be paid from ARPA funds.
The meeting record indicates jurors balanced multiple funding sources (CWEF, ARPA, LGAP) when allocating payments. Motions for these items were made and seconded by sitting jurors and carried by the Police Jury during the special session.
