Sheriff’s office seeks consolidated Axon contract; commissioners ask for pricing and privacy clarifications

Under Sheriff Matt Kelly told commissioners he had negotiated a proposal to consolidate separate Axon agreements into one master agreement that would cover body cameras, tasers, in-car camera systems, interview-room recordings and optional features such as automated redaction and CAD auto-tagging.
Kelly said the county was presented with two payment-term options: a 5-year contract and a 10-year contract. He told the board Axon had indicated the longer option could include certain items at no charge if the county executed an agreement before the quoted expiration: "Axon in agreement with, negotiations with them have agreed to provide 2 of those at no cost, no cost for the equipment, and no cost for the software, even up for that 10 year duration." Commissioners pushed back on the apparent price escalation in later years, noting a sizable jump beginning in 2028 under the 10-year option.
The proposal includes automated redaction (face, license and notepad redaction) and an "auto tagging" feature that links CAD incident types to related body- and car-camera files to reduce manual records work. Kelly said automated redaction can dramatically cut staff hours on CORA requests; he warned that manual redaction of long video files can take many hours.
Captain Rasch of the sheriff's office urged commissioners to weigh transparency and liability: "This technology is not going away," he said, adding that automated redaction and tagging can save payroll and help the county respond to record requests while protecting private data. Commissioners asked whether the lamppost-supplied camera data would be shared with external vendors; Kelly responded that access would be limited to law enforcement.
The commission asked Kelly to return with an itemized cost breakdown that shows pricing without TAP/upgrade programs and to seek an explanation for the 2028 increase. Legal counsel had already reviewed contract terms, Kelly said; commissioners agreed to delay final action, request the Axon sales representative to provide clarification, and to revisit the matter at the next session rather than approve immediately.
