Staff presented the letter from VDH and confirmed no general‑fund cost was requested. Board members asked whether equipment ownership or removal would be an issue if the department vacated the space; staff said VDH is effectively long‑term occupant and the improvements are expected to remain justified by continued occupancy.
A supervisor moved that the county approve the occupant improvements as requested; the motion was seconded and approved by roll call.
