Clay County commissioners reorganize for 2024, set annual appointments and fees

At the Jan. 2 reorganization meeting the Clay County Board elected Elizabeth Smith chair, named Travis Mockler vice-chair and approved annual appointments, official depositories, legal newspapers and fees for burials, building permits and mileage.
The Clay County Board of Commissioners voted to reorganize for 2024 at its Jan. 2 meeting, electing Elizabeth T. Smith chair and naming Travis Mockler vice chair. County Auditor Carri Crum ran the balloting for chair and reported, “E. Smith had three votes, and Mockler had two votes. E. Smith was declared Chairperson.”
In a series of unanimous motions the board also confirmed a slate of annual appointments and administrative rules for the year. The Commission adopted the Robert’s Rules of Order edition on file with the Auditor and designated First Bank & Trust, Bank of the West, CorTrust Bank/Vermillion, First Dakota National and several other depositories; it appointed Rod Polley as Highway Superintendent (term to 1/5/2026) and laid out committee assignments for commissioners and staff. The board set county burial payment and travel-per-diem rates that follow state guidance.
Why this matters: Annual reorganizations set the governing structure and basic policy choices that guide procurement, permitting and the county’s operations across the year. The Commission’s votes also finalize the depositories, legal publication venues and core fees that affect residents’ interactions with county government.
