County adopts $2 monthly 9-1-1 surcharge after dispatch annual report

Donna Couty (S16), director of Monroe County Central Dispatch, presented the dispatch 2025 annual report and highlighted staffing, call volumes and recent technology upgrades.
Couty reported that 2025 collections through local and state 9-1-1 funds totaled just over $3.9 million, that dispatch staffs 22 full-time and two part-time positions working 12-hour shifts, and that the agency processed more than 112,000 emergency dispatches to police, fire and EMS. She described investments in a backup dispatch center (Mevo Anywhere kits), updated radio consoles with encryption for CJIS compliance and the addition of an Emergency Fire Dispatch processing tool to assist call-takers.
After the presentation, the board considered and approved a three-part resolution to establish the monthly surcharge at $2 per line effective July 1, 2026 through June 30, 2027, citing recommendations from the local 9-1-1 District Authority Board. A commissioner raised the policy point that dispatch funding could alternatively come from general tax revenues, but the motion carried on roll call.
Couty thanked the board and noted that dispatch continues to pursue training and technology improvements as call volumes and device counts change.
