County approves $1.08 million ARPA contribution for Grand View stormwater work

The Monroe County Board voted to allocate $1,081,000 of American Rescue Plan Act funds to shore up stormwater infrastructure for the Grand View development on Telegraph Road in Frenchtown Township.

County staff described the contribution as approximately 27% of the stormwater portion for a site the presenter said would contain a roughly 1,500,000-square-foot building and represent a $150,000,000 private investment. "This building also has a capability on its site to add another 500,000 square feet," a county presenter said during the discussion, and added that the site would include detention basins designed to meter flows into the Bressler drain.

Presenters and local partners emphasized the project's regional economic promise; David Ewell, identified earlier by staff as an economic development and public safety director for Frenchtown Township, urged the board to support the allocation, calling it “a strategic investment” for long-term growth. Commissioners asked engineers and staff whether the stormwater mitigation would create downstream impacts; staff said designers planned on-site detention and metering and that upgrades to the Bressler drain were part of the proposed work.

Board members discussed trade-offs and economic impact estimates before approving the funding on roll call. The motion carried; county staff said the allocation is limited to stormwater infrastructure and is allowed under ARPA rules.

The county will track project design and drain-commissioner approvals as the work moves to engineering and permitting steps. Presenters said the site initially is expected to create about 150 jobs, and that payroll and taxable-value projections were part of the county's economic justification.
