Pawnee County approves Hometown Grants consulting contract with opt-out language for cities

Pawnee County commissioners approved a revised consulting agreement with Hometown Grants on Jan. 26, 2026, after staff and the contractor agreed to several wording changes. Commissioners said the contract now allows the county to restructure participation if a city opts out and includes provisions addressing who pays for site visits.
Christy Crews of Hometown Grants joined the board by phone at 9:30 a.m. and agreed to revise several contract items after Commissioners asked for changes. Commissioner Miller requested that site visits be billed to the cities being visited; Commissioner Rein asked whether the contract could be restructured if a city declined to participate. Crews said she would make those edits and return the contract for final approval.
Later in the meeting the board moved and approved the revised agreement "for Pawnee County and its participating cities of Burdett, Garfield, Larned, and Rozel," with Commissioner Burdett noting the contract allows flexibility should a city decide not to participate. The motion passed 3-0.
The approved contract is for funding consulting, strategy and grant-writing services to be provided to the county and the listed participating cities. The minutes record that Commissioners and the contractor agreed to the edits and final terms; no dollar amounts for the county contract fee were included in the meeting minutes.
The county clerk recorded the approval in the official minutes and the contract will be returned to Hometown Grants with the requested edits for signature.
