Commission recommends Irondale 45-unit townhouse CUP to supervisors amid neighbor concerns

The planning commission recommended that the Board of Supervisors consider a conditional use permit for 45 townhomes proposed on a parcel near Eagle Lake Road.

Applicant representative Corey Sethler of Rogers Hill Incorporated said the team reduced building groupings and moved structures farther from the Central Crossing property line to preserve trees and screening: "Back when we made our original submittal, the closest building corner was 40 feet from the property line, and now it is close to 167 feet from the property line," he said, adding that the change increases separation to "147 feet away from the nearest homes in Central Crossing from structure to structure." The applicant also reported the concept now uses 5-unit groupings rather than larger pads to reduce an 'apartment-like' appearance.

Neighbor Jessica Budd urged commissioners to consider maintaining the R-1 character and questioned the density: "45 townhomes an estimated 180 people living on less than 9 acres of land and 99 cars," she said, citing concerns about noise, traffic and loss of privacy. Staff noted utilities, schools, VDOT and public safety had reviewed the preliminary plan with no major objections and that a final site plan and any required VDOT turn-lane review would be addressed during subsequent permitting.

One commissioner recused themself as an adjacent landowner before the discussion. After questions and discussion the commission moved to forward the application with a recommendation of approval subject to conditions; the transcript documents individual votes in places (for example, Mister Hebert recorded as "Aye" and Mister Williams recorded as "Nay") but does not provide a single complete tally in all places recorded.
