County administrator reports improved animal-shelter outcomes and library opening schedule

County Administrator Staney told the board the regional animal shelter increased its live-release rate by more than 10 percentage points year over year and is approaching the 90% benchmark often used to denote "no-kill" status. He credited expanded adoption efforts, rescue partnerships and trap-neuter-vaccinate-return (TNVR) work.
Staney also said the water-tower ribbon-cutting was postponed because of rain and confirmed the library's soft opening for May 28 and a full opening planned for July 2026. He asked for patience as the new staff complete final tasks and thanked staff for improvements in service delivery.
