County staff presents FY2027 budget with 5% COLA and $1.58 million CIP; no real-estate tax change recommended

County staff presented the recommended FY2027 budget at the King William Board of Supervisors’ May 4 special meeting, highlighting a 5% across-the-board cost-of-living adjustment for employees, funding for capital projects of $1,578,560, and no proposed change to the county’s real-estate tax rate.
The staff presenter said the 5% COLA is the first raise for employees since FY2023 and noted that health-insurance costs will be absorbed within the recommended plan. Staff also reported identifying roughly $142,000 in operational savings through departmental restructuring and described plans for a multi-year capital-improvement plan that will address roofs, HVAC, vehicle fleet replacement (including sheriff’s vehicles and tablets), park improvements, registrars’ tabulation machines and general maintenance.
On revenue and assumptions, staff said revenues were vetted by finance using three-year trends against FY2027 projections and that multiple funding sources (not solely fund balance) will be used to pay the CIP. The presenter said the budget aims to make King William more competitive for economic development by streamlining personal property and reducing machinery-and-tools and boat taxes while retaining the real-estate tax rate as presented.
Staff reminded the public that the FY2027 budget public hearing remains open and will close May 11 and that the county will accept emailed comments at bos.clerk@kwc.gov; staff said budget documents and a transparency tab will be posted on the county website as materials are finalized.
Next steps include leaving the public hearing open for a week, collecting emailed comments, posting related materials online, and returning to the board for further consideration after the comment period.
