The Patrick County Board of Supervisors voted to adopt amended rules of procedure after members discussed and debated several proposed edits.
A board member read a package of changes that included correcting a meeting time, designating Amy Walker as the clerk of the board, requiring agenda packets and delivery to the board and county attorney seven days before meetings instead of four, and altering public-comment procedures (removing some eligibility language, changing some time limits from three to five minutes, and amending sign-up procedures). The package also proposed striking paragraphs that had prohibited certain conduct and adding two paragraphs to closed‑meeting rules: a confidentiality requirement for closed-meeting discussions and documentation, and a prohibition on recording closed meetings.
During discussion, one member raised concerns that striking the prohibited-conduct paragraphs would allow profanity or personally demeaning speech during public comment. Supporters of the change described the move as protecting free speech and leaving enforcement to other laws. The proponent of the amendments moved to approve the rules “as amended,” a motion that was seconded and put to a roll-call vote. The chair announced that the motion carried.
On closed meetings, the county attorney’s office language added that “All discussions during a closed meeting, as well as any documentation that is provided to the board concerning closed meeting matters are confidential,” and that no documentation should be publicly released without a majority board vote.
The board voted on the amended rules during the organizational meeting and the motion was recorded as carried.
