Residents urge board to reject or tighten approvals for proposed data centers

Dozens of residents urged the Hanover County Board of Supervisors on April 22 to oppose proposed hyperscale data centers and to demand stronger proffers from developers. Bob Nelson, an Ashland District resident, told the board the concept plan should not be the only plan in the proffers and raised concerns about pond sediment, historical‑resource reviews and the lack of limits on simultaneous construction of multiple data centers.
"The sediment behind the dam contains microplastics and God knows what else from decades of chicken plant operations," Nelson said, arguing the county should require complete plans and proffers that address reuse and remediation. Multiple speakers repeated concerns about water use, with one resident saying data centers could use "at least 600,000 gallons of water per day and up to 2,000,000 gallons on peak days." Speakers also highlighted potential noise and health effects, impacts on rural character and the need for public hearings and planning‑commission follow‑up.
