Out-of-school-time study: seats fall far short of 108,458 children in priority population

An out-of-school-time (OST) landscape analysis presented to the court showed a large disparity between the county's priority population and available program seats. The study counted seats (program capacity) rather than individual youth and reported that current comprehensive after-school seats number about 17,947 at 188 sites; expanding to any after-school program yields about 24,794 seats total.
"If all those kids wanted to access, 23% could access after school and 13% could access some of our programs based on what we have right now," Mary Riggs, chief program officer for the Andy Roddick Foundation, said. The study defined a comprehensive site (minimum hours per day and weeks per year) and reported 9,311 comprehensive summer seats across 92 sites; total summer seats reported were about 13,578 across 157 locations. Presenters and commissioners noted the gap between seats and the 108,458 youth in the county's 'priority population' and discussed strategies to expand capacity and leverage Raising Travis County funds.
