Travis County HFC assigns $10 million in private activity bond cap to TDHCA to expand affordable homeownership

The Travis County Housing Finance Corporation on June 16 authorized the assignment of $10 million in private activity bond authority to the Texas Department of Housing and Community Affairs to support single-family qualified mortgage bonds for Travis County residents.
Christy Moffitt, Assistant Secretary for Travis County Corporations, said the county has participated in the TDHCA program since 2023 and has allocated $50 million in volume cap to TDHCA; 96 loans have been issued to Travis County residents under the program, including 29 loans in 2026. "This program specifically does a really good job at getting people of color and also people at lower incomes into homeownership," Moffitt said, and staff recommended continuing participation by assigning an additional $10 million in volume cap.
Commissioners asked clarifying questions about whether the allocation represents county tax revenue (staff said it is bonding capacity rather than general fund or tax dollars) and whether additional capacity is available; staff said they would follow up with details and planned public-facing one-pager materials to explain program mechanics and eligibility.
The HFC voted unanimously to approve the assignment; staff said they will update the HFC website and distribute quarterly reports to improve public awareness of who the program helps and how to apply.
