Cumberland County Board adopts updated by-laws

The Cumberland County Board of Supervisors on Jan. 13 adopted a full set of by-laws that define meeting types, officer duties, voting procedures, minutes and recordings policy, and committee and advisory board rules.
The adopted document includes definitions of Annual, Regular, Special, Recessed, and Workshop meetings, clarifies quorum and voting procedures, and authorizes the chairman to enforce decorum and issue directives during meetings. The by-laws also lay out the county administrator’s role as clerk, policies for audio preservation, and the process for amending the by-laws. "To these ends these By-laws are so adopted," the meeting record states. The board adopted the draft with a recorded motion and unanimous vote.
County Attorney Kemper Beasley provided clarifications during the discussion before the vote. The new by-laws will govern board procedure going forward and take effect immediately upon adoption, subject to future amendments by majority vote.
