The Isle of Wight County Planning Commission voted May 26 to recommend approval of REZN‑26‑2, a request by Williams Timberlands LLC to rezone approximately 20 acres of tax parcel 46‑01‑041 (Tar Road/Route 645) from Rural Agricultural Conservation to Conditional Rural Residential to allow creation of two 10‑acre single‑family parcels.
Planner Caleb Kitchen presented the application and said the 20‑acre portion meets rural residential lot‑size requirements and that staff’s capital‑impacts model shows sufficient public services in the southern service area. Kitchen noted the owner voluntarily proffered a condition preventing future subdivisions (including family‑transfer exceptions) of the new parcels; staff identified no weaknesses and recommended approval as proffered.
Applicant Peter Williams introduced himself and told the commission he had no objections to the proffer, saying it reflected a philosophy of limited development consistent with county planning. Commissioners asked whether the proffer follows the land; staff and other commissioners confirmed that such a voluntary proffer remains attached to the property and can only be changed by a rezoning/amendment approved by the Board of Supervisors.
A motion to recommend approval to the Board of Supervisors carried by unanimous roll call. Staff said the item will be scheduled for the Board’s June 18 meeting.
