Commission suspends speech rule to expedite nomination for District 93 vacancy
Summary
To speed selection of an interim State House representative for District 93, the Shelby County Commission voted to suspend the two-minute speech portion of its nomination rules and proceeded directly to roll-call nominations.
At the start of proceedings on Item 1, the parliamentarian read Permanent Rule of Order 35, which governs nominations to fill vacancies and sets the order of roll-call nominations, speech limits, and successive voting rounds if no nominee receives a majority.
Commissioner Bradford moved to suspend the speech portion of the rules so the commission could proceed directly to nominations, saying, “I was gonna make a motion to suspend the rules and not do the speech portion of our rules.” The motion was seconded and approved without objection, allowing the commission to move immediately to roll-call nominations. The clerk then conducted the roll call in the prescribed district order; nominations included TJ Hardaway, Terry Gray and Alexis Miller. The clerk later reported the roll-call tally as 7 votes for Hardaway, 1 for the nominee recorded as “Grama,” and 2 for Miller.
The commission subsequently ratified the selection of Hardaway by acclamation. Earlier in the meeting the parliamentarian had also read the public participation rules, noting that members of the public who wish to speak must complete an appearance card and that recognized speakers are subject to a three-minute limit.
