"We have started to actually ask for a 100% surety bonds," Miss Ring, the county zoning administrator, told commissioners, explaining the alternative to the current practice of holding a 25% maintenance surety after plants are installed and inspected. Under the proposal, applicants who post a 100% bond would have six months from the date of the agreement to install plantings or risk forfeiture; after inspection staff could reduce the bond to a 25% maintenance surety that would remain in place for two years.
Staff said the change offers flexibility when planting seasons or weather conditions make immediate installation impractical and that applicants commonly request the option when winter or heat makes planting ill-advised.
