Guadalupe County commissioners voted to approve an interlocal agreement with Bexar County that allows Guadalupe County to access Bexar County's existing competitively bid contracts and pricing. Don Cunningham, the county's purchasing representative, told the court this mechanism can reduce procurement time that would otherwise take one to three months to draft, solicit and review bids: "This would, give us the time it would take to compose a formal bid, bring it to court, solicit the bid responses, [and review them]."
Commissioners asked about ensuring Bexar County had followed proper procurement processes; Cunningham said Guadalupe County would verify the bid documents and vendor information before using any cooperative contract. The court approved the interlocal agreement with no recorded opposition.
