Patrick County EDA and PSA outline joint plan to expand water and sewer to spur development

The Economic Development Authority (EDA) and Public Service Authority (PSA) of Patrick County met jointly on Jan. 14, 2026 to discuss coordinated expansion of public water and sewer to support future residential and business development. James Houchins, Director of Economic Development & Tourism, and Mark Vernon, Executive Director of the PSA, framed infrastructure—particularly public water and sewer—as central to attracting investment and serving homeowners.
Houchins identified two priority areas for extending service: Highway 58 east of Patrick Springs and the Meadows of Dan community. Speakers repeatedly emphasized that extending service will require both engineering work and substantial grant funding. Paul Jadrnicek of the West Piedmont Planning District Commission said the commission will help pursue funding options and planned to discuss related opportunities with the Tobacco Region Revitalization Commission on Jan. 22.
The boards discussed aligning Town of Stuart improvements with county expansion because the PSA’s system extends from the Town’s network; Bryce Simmons, Stuart’s town manager, urged including Meadows of Dan residents in planning. The meeting concluded with agreement to organize a subcommittee to build a concrete plan, plus procedural votes to approve agendas and adjourn. Next steps include engineering design work for a storage tank at Rich Creek Corporate Park and formal appointments to the subcommittee at each board’s next regular meeting.
