County opens PY26 CDBG/HOME action-plan comment period; staff propose infrastructure, down-payment and CHDO set-aside funding

Travis County staff presented the program-year 2026 Community Development Block Grant (CDBG) and HOME action-plan proposals and opened the 30-day public-comment period.
Monique Coleman, supportive housing division director, said the county is mid-way through a three-year requalification to maintain urban-county status and summarized public outreach efforts, which staff said reached over 5,000 residents and collected roughly 465 resident responses. For PY26 staff proposed approximately $1.2 million for infrastructure projects, $200,000 for home rehabilitation and septic projects, and $476,000 to allocate to down-payment assistance (part of HOME funds). The Creedmoor right-of-way project is a multi-year, multimillion-dollar effort; staff proposed adding $600,000 to that project this year and said an interlocal agreement with the City of Creedmoor would follow.
Commissioners asked for details about eligibility and timing for down-payment assistance; staff said assistance will target income-eligible households (roughly 50'80% of area median income) and that the program will roll out with multi-year funds. The public-comment period closes July 20 and staff will return the final plan to the court on Aug. 4 with public feedback incorporated.
