Auditors flag Medicaid timesheet discrepancies and ARPA reporting documentation gaps

During the FY2024 audit presentation, auditors said grant testing revealed reconciliation and documentation issues that require corrective action. Bagasala said auditors tested a sample of Medicaid day sheets and found two instances where reported minutes on day sheets did not reconcile to payroll time cards. Auditors characterized the mismatch as a documentation/control issue rather than an overpayment problem and recommended supervisory reconciliation and training.
On ARPA, auditors said they could not identify who prepared the quarterly submission reports nor prove the submission timestamps, even though the agency accepted the reports. Bagasala said the county will need to improve documentation of who prepared and submitted ARPA reports going forward; corrective-action plans and training were noted as the county’s planned response.
"We're not saying that the individuals were paid more, by any respect," Bagasala said of the Medicaid testing, noting the issue is a reconciliation problem between timesheets and program day sheets. She said training and supervisory review were expected elements of the corrective actions.
