Planning staff report tower review clearances, upcoming LUPC hearings and Brownsfield status

Planner Les Culliton reported no historical concerns for a Carter Road tower project, upcoming Land Use Planning Commission hearings for Croell Inc and Owl Creek gravel pit expansions (Feb. 17 and Feb. 18), and recommended remaining in the Brownsfield program until the current report is finalized.
Planner/Project Manager Les Culliton told commissioners that EBI was contacted Jan. 8, 2026 and found no historical concerns with a tower project on Carter Road. Culliton said the Town of Thermopolis was excluded from some lead‑service studies per a DEQ letter. He reported the NRPC met Jan. 14 with a Hot Springs State Park update and that the LUPC held a Jan. 21 public hearing for a Croell Inc gravel pit permit on Brown Trust property; a Board hearing is scheduled Feb. 17, 2026 at 3:05 p.m. A separate LUPC public hearing on an Owl Creek Gravel Products LLC permit expansion will be held Feb. 18, 2026.
Culliton also discussed the Brownsfield project at the Overlook at Roundtop and recommended the county remain in the program until the current report is complete; he noted the 500 block of Arapahoe is in an administrative phase while WWC finishes environmental reports.
