Black Mountain Road contractor finishes culverts; winter shutdown underway

Road & Bridge supervisor Shane Rankin reported the contractor on Black Mountain Road has charged 167 of 180 working days and finished installing culvert improvements and erosion control measures in January. Rankin said a winter shutdown started Jan. 22, 2026 and remaining tasks will include seeding, mulching, chip sealing, cleanup and addressing punchlist items once weather allows.
Rankin told the board he has been in contact with the University of Wyoming LTAP to arrange a speed study; the speed study must be done after chip sealing is complete before speed limit signs can be installed.
