Commissioners who conducted a site visit described wooded buffers and noted the narrow, precarious neighbor bridge used during the visit; they asked staff and the applicant to detail protections for riparian areas and stormwater management. Commissioners raised concerns about a proposal that could allow up to 200 campsites and asked staff to consult NRCS, the Virginia Department of Health, and the Department of Forestry about buffer implementation and fire-risk mitigation for southwest-facing slopes.
The applicant's counsel proposed two edits to the draft SUP: extending the permit term (the counsel suggested 99 years to reflect major capital investment) and allowing minor post-approval site-plan adjustments to be handled administratively by staff rather than requiring a full SUP amendment. Commissioners expressed skepticism about a 99-year term (many suggested 50 years or shorter) and asked staff to research comparable terms in other localities and whether Page County should condition approval on Rockingham County action for the small portion of the property that lies in Rockingham County.
Staff was asked to return with follow-up information about VDOT traffic review for Naked Creek Road, the status of required surveys and mapping for the Rockingham sliver of the parcel, and any additional engineering or environmental reports necessary to ensure the creek and riparian buffers are protected.
