Engineering and inspection staff said they had monitored construction, performed walkthroughs and planned periodic inspections at 12, 18 and 21 months.
Several commissioners questioned whether the bond amount reflects current market costs. "$76,000 seems like a lot to patch some potholes, but that's about all you could do," one commissioner said, noting material and labor costs and the prevalence of expansive clay soils in the north county that affect pavement longevity. County staff said a substantive rewrite of subdivision rules and regulations — including warranty and bond period adjustments — is under consideration and that the county will examine warranty terms to better ensure long‑term performance before accepting new roads.
