Commissioner’s Court approves contracts for vehicle diagnostics and HAZMAT billing

Guadalupe County’s purchasing staff and emergency management team briefed commissioners on two procurement actions approved Oct. 1: an annual service agreement for vehicle diagnostic equipment and an as‑needed HAZMAT cleanup billing contract.
Purchasing staff said the Noragon Systems agreement covers a portable computer and accessory cables that let technicians read vehicle diagnostics across emergency, road and bridge fleets; the renewal no longer included sales tax in the quote. As procurement staff explained, "So the agreement's been reviewed by the county attorney ... it doesn't have the sales tax now," and staff said unit prices remain unchanged.
Emergency management and purchasing staff also summarized RFP 24‑17 for HAZMAT billing services and recommended Fire Recovery USA after two proposals were received and reviewed. That contract will allow the county to bill commercial operators or insurers for absorbent materials and cleanup expenses following spills where the county responds, helping recover costs for supplies such as pads and booms used to contain roadway spills. The court moved, seconded and approved both items without recorded opposition.
