Juvenile probation seeks bigger fund balance cap; commission approves MOU update

Chief juvenile probation officer Nick Reitinger told commissioners the current MOU (in effect since Jan. 27, 2023) allows the juvenile board to keep 15% of its operating budget in fund balance (about $1,000,000). He asked the court to raise that cap to 25% (about $1,700,000) to build reserves as contract detention revenue projections have grown — from historical $200,000 to $750,000 projected in FY25.
Reitinger said the larger cap would let the department self-fund initiatives and provide a cushion against revenue swings: "If something happens like COVID and we just aren't able to take contract detentions, we just want a little bit of extra money in this piggy bank," he said. Commissioners thanked Reitinger for the presentation and moved to approve the amended memorandum of understanding; the motion passed by voice with no opposition noted.
