County accepts $182,000 NCHFA grant to launch single-family rehab program; McDavid awarded administration contract

The Board voted to accept a $182,000 grant award from the North Carolina Housing Finance Agency under the 2027 Essential Single-Family Rehabilitation Loan Pool (ESFRLP) program and to adopt the program policies necessary to receive the award. County Manager Brian Alligood outlined that the grant will seed a loan pool for owner-occupied rehabilitation targeted to qualifying low- and moderate-income households and noted staff had prepared a program ordinance and policies to accept the award.
The Board approved contracting McDavid Associates, Inc. to provide program administration and soft-cost delivery (intake, environmental review coordination, work write-ups, procurement and construction coordination). The award and contract include program requirements under HOME and ESFRLP rules (including lead-based paint and radon testing where applicable). Contracted services will be compensated from ESFRLP soft-cost and administrative line items; the Board adopted a project ordinance. Staff said initial work will support two units under the set-aside with an ability to request additional pool funds as units are processed and as statewide pool resources permit.
Commissioners asked about procurement, contractor vetting and monitoring; staff said the contract requires a competitive procurement process, licensed/certified renovators for pre-1978 homes, and routine HUD/NCHFA reporting. The Board approved the award acceptance and contract.
