Newkirk said full subsidy was requested by the donors and that means-testing or co-pay systems add administrative complexity and potential enforcement issues. After debate the Board approved moving the donation to a designated line item for Animal Services and accepted the program structure as presented by staff.
Animal Services staff said they would implement an online application and use the donated funds until they were exhausted, and that they expect to prioritize residents of Beaufort County. The donation required a budget amendment, which the Board approved.
