Board reviews draft bylaws; leaves membership number unchanged

Planning and Zoning Director Karen Rothe presented the draft bylaws and a map showing current districts at the Feb. 4 Harvey County Planning & Zoning Advisory Board meeting.
Board members discussed whether to keep the board at nine members or return to fifteen; no change was made. Members debated how to prioritize applicants for an upcoming vacancy and whether the bylaws should prefer applicants from unincorporated areas. Chair Justin Stucky said applicants from unincorporated areas should receive preference but the board declined to alter the bylaws and left the current allowance for up to two members from incorporated areas intact.
Rothe clarified the secretary role (as PZE Director she serves as secretary and may appoint her assistant, Emma Wyatt, to take minutes). She also updated Article IV, Section 4 to specify voting will be by voice ballot and re-stated standard quorum rules; Rothe confirmed members joining by Zoom count toward quorum. Rothe said the draft bylaws will be scheduled for a public hearing next month rather than being voted on at the Feb. 4 meeting.
