At a March 27, 2025 meeting of the Harvey County Planning & Zoning Advisory Board subcommittee, members discussed a range of approaches to funding and maintaining township roads, including road-impact fees, entrance permits and developer-funded upgrades. Chair Justin Stucky called the meeting to order; no members of the public attended.
Staff reported that very few Kansas counties operate with a formal road-impact fee and that most rely on the tax levy for road funding or require developers to improve roads before the township assumes maintenance. The subcommittee discussed trade-offs between charging fees and having developers or landowners pay to bring roads up to standard.
Members discussed several practical concerns: heavy vehicles such as farm equipment, trash trucks and oil-rig equipment accelerate deterioration of township road surfaces; some businesses produce sustained higher traffic that imposes extra maintenance costs. The record notes: “NO ACTION WAS TAKEN AT THIS MEETING. IT WAS A MEETING FOR DISCUSSION ONLY.”
The subcommittee asked staff to research legal questions about alternative fee structures, refundable requirements, and whether fees could be held and spent over a wider area than a one-mile radius. No motion was made, and no date was set for further meetings.
