Harvey County planning board reviews draft bylaws and Article 2 updates; schedules public hearing

The Harvey County Planning & Zoning Advisory Board met Feb. 4, 2025, in the Harvey County Courthouse Community Room. Chair Justin Stucky called the meeting to order at 6:30 p.m.; those present included commissioners Justin Stucky, Joni Embree-Meinders, Steven Drzymalla, Martie TenEyck, Tessa Wendling and Greg Claassen, and member Beth Penner, with staff Karen Rothe and Emma Wyatt. The board approved the meeting agenda and the Jan. 7 minutes by voice vote; both motions passed unanimously.
Planning and Zoning Director Karen Rothe presented the primary staff updates: March 4 will be the final meeting for Pat Wendling; the April meeting will be the commission’s first official meeting of 2025 and will include elections for chair and vice-chair. Rothe said staff plans to bring further Articles of the Unified Development Code to the commission for review over the coming year and asked whether the commission prefers full-commission review or a small subcommittee to pre-read Articles ahead of meetings. Rothe said Articles — other than Article 2 — will be held for public hearing once several Articles or all Articles are completed.
During new business the board reviewed a draft of the bylaws and discussed proposed amendments to Article 2 of the Unified Development Code. Key edits under consideration include a definition of “parties of interest,” updated enforcement language related to stop-work orders and affidavits, and the addition of the Harvey County Health Department to the referral-agency list. Rothe indicated she plans to schedule the draft bylaws and UDC revisions for a public hearing next month rather than taking a vote at this meeting.
The meeting adjourned at 7:36 p.m.
