Doniphan County commissioners vote to lower Ambulance District mill levy, begin 2027 budget work session

Doniphan County commissioners voted July 6 to notify the county clerk to set a notice not to exceed the revenue-neutral rate and to reduce the mill levy for Doniphan County Ambulance District No. 1 from 1.000 mill to 0.500 mills. The motion, made by Commissioner Wayne Grable and seconded by Commissioner Bobby Hall, carried 3-0.
County Clerk Peggy Franken reported sales tax receipts of $61,637.68 and EMS sales tax collections of $100,428.84 during the period presented to the board. After the mill-levy motion the board recessed the regular meeting and convened a 2027 budget work session at 9:37 A.M. The work session included County Attorney Charles D. Baskins, Treasurer Nicole Diveley, Health Department Administrator Chantal Wilburn and observer Roger Hopkins and concluded at 11:14 A.M. on a 3-0 motion to end the session.
The motions taken are procedural steps toward setting the legal notice and levy for the ambulance district budget; the board did not adopt a final budget at the July 6 meeting. The clerk and treasurer will move forward with required notices and budgeting steps under state law ahead of formal adoption.
