Commissioners approve Black Mountain Road cost reduction, OK multiple grant drawdowns

Hot Springs County commissioners on April 7 approved a deductive change order (No. 3) submitted by Ardurra that reduces the contractor’s bill for cleanup at the old airport by $11,664, contributing to total project savings of $23,056.50, the county was told.
Dusty Spomer and Luke Provart of Ardurra told the board that valuable material had been stockpiled for future use and that lower equipment hours and cooperation with county crews produced the savings. Commissioner Tom Ryan asked whether final grading would be paid from Business Council funds; Ardurra said shaping and erosion-control dirt work is planned as an unclassified excavation item under the Business Council project. The motion to approve Change Order No. 3 passed on a voice vote.
In related action the board approved a package of grant drawdown and reimbursement requests tied to the Black Mountain Road project: SLIB MRG Draft Request No. 5 (total $521,994.41; SLIB reimburses $193,137.93; county/WYDOT share $328,856.48) and several WYDOT reimbursements and SLIB/engineering requests (examples approved in the meeting packet included WYDOT Reimbursement No. 20 for $328,856.48 and SLIB Draft Request No. 6 for $124,093.03). County Clerk Becky Kersten reminded the public that the county’s share of these payments comes from State/County Road funds, not the general fund.
The board’s approvals allow reimbursement requests to proceed and keep the Black Mountain Road construction schedule on track; related engineering and construction invoices were also ratified.
