Mr. Pender (representing county staff) told the court, “We applied for originally $3,000,000 ... Once we got some feedback ... we received dollars 963,000,” and emphasized the county must follow federal procurement rules and bid the purchases instead of directly allocating funds to cities. The court discussed whether the county would retain title or transfer vehicles to partner cities and the need for a procurement plan; staff said they will return with specific pricing and an allocation plan after initiating the bidding process.
Commissioners moved and seconded acceptance of the federal award and the motion passed by voice vote. Court members noted the administrative workload and potential liability strings attached to federal funds and asked staff to coordinate with the congressional office and affected cities on next steps.
