The Greene County Board of Supervisors on March 24 voted to adopt a resolution opposing proposed state legislation (HB1263 and SB378) that would mandate collective bargaining for local governments. A board member read a resolution adapted from the Virginia Association of Counties that says the bills would eliminate local option, impose an unfunded mandate, and shift authority away from locally elected officials.
Board members argued the legislation could result in arbitration decisions that impose fiscal obligations on local taxpayers and reduce local budgeting control. One supervisor warned the bills could require pay increases decided at the state level that localities would have to fund. The clerk will transmit the adopted resolution to the governor and members of the Virginia General Assembly as the board requested.
