The staff member explained that while the state and stormwater district recommended 2.5 positions for the function, the county effectively has "1.25 person" doing the work because administrative duties are split: "Ms. Snead does all the administrative work for that part of the department," the staff member said.
Commissioners discussed enforcement options and whether state authorities might intervene if the county cannot keep pace with requirements. Staff noted the code allows civil fines up to $5,000 for zoning violations but that judges often impose lower fines (staff said judges typically levy around $500). The commission acknowledged the workload pressures and the need to monitor staffing and budget decisions during upcoming hearings.
