Consultant: TBH Phase 2 park plan $266,000 over grant; consultants propose cutting parking

Project consultant Robin Price presented updated plans and cost estimates for TBH Phase 2 and told the board the project currently exceeds available grant funding. “We’re coming up $266,000 over the available funding of $550,000,” Price said, explaining that grading and the contractor’s general conditions are the largest cost drivers.
Price proposed a reduced-scope plan that would retain the pavilion, stage and designated ADA parking but remove additional gravel parking as an add-alternate to bring the project within the $550,000 Governor’s Accessibilities for Parks grant allocation. She said engineers are working on revised estimates and that the board should expect more detail within the week. Commissioners asked whether NCDOT is a partner (Price said no) and discussed satellite parking, phased grants for future parking and limits on eligible grant expenses.
