Planning commission postpones review of short-term rental zoning changes after lengthy initial discussion

In unfinished business the Commission reviewed draft changes to the zoning ordinance that would regulate short-term tourist rentals. Staff summarized direction from the Board of Supervisors including requiring special-use permits for short-term rentals in residential zones, allowing one short-term rental per parcel by right in Woodland Conservation and Agricultural zones with increased setbacks and occupancy limits, and requiring registration and supplemental regulations drawn from a prior 2024 draft.

Commissioners emphasized the breadth of the county's Ag and Woodland Conservation zoning, questioned consistency with the comprehensive plan and sought minimum setback and density metrics to protect rural character. One commissioner urged that the Commission not be time-constrained by the Board’s schedule if a quality product was desired and suggested a separate focused meeting to finish the ordinance review. The Commission voted to table further consideration to the next meeting and requested staff and the subcommittee provide clearer metrics on setbacks, density and consistency with the comprehensive plan.
